Maria Nocencia S. Garcia

District 1 & 2 Instructor

Maria Nocencia S. Garcia is a passionate Filipino Sign Language instructor born deaf in Candelaria, Quezon. With an Associate degree in Computer Technology, she has dedicated her career to education and advocacy for the Deaf community. Maria served as an Assistant Teacher at Candelaria West SPED Center for nine years and is currently the Treasurer of the Deaf Association of Quezon Province, Inc.

As a Deaf individual herself, and mother to a Deaf daughter, Maria brings personal insight and empathy to her teaching. She is committed to empowering Deaf individuals, particularly youth, to build confidence and overcome societal challenges. ​Maria believes that mastering Filipino Sign Language is key to fostering better communication and understanding between Deaf and hearing communities.

Through her work, Maria aims to promote Deaf awareness, education, and rights, contributing to a more inclusive society for all.

Jesus Jay Garcia

District 1 & 2 Instructor

Jesus Jay V. Garcia is born deaf in Candelaria, Quezon. He holds an Associate degree in Computer Technology from Dalubhasaan ng Lungsod ng Lucena and has a background in Information Technology. Jay actively volunteers with the Deaf Empowerment and Fulfilling Association in Quezon Province, Inc., where he assists with financial monitoring and accounting, demonstrating his commitment to empowering the Deaf community.

As a dedicated Filipino Sign Language instructor, Jay draws from his personal experiences and education to teach effectively. He is passionate about promoting Deaf awareness, enhancing communication between Deaf and hearing communities, and supporting the growth and independence of Deaf individuals. Through his teaching and volunteer work, Jay strives to create more inclusive opportunities for Deaf people in education, employment, and society at large. His unique perspective as a Deaf individual allows him to bring empathy and understanding to his role, helping to bridge the gap between Deaf and hearing communities. He is currently the Auditor of the Deaf Association of Quezon Province, Inc.
